CONCEPTUAL INTERVENTIONS INTRODUCED / ADOPTED

I. PILOT TESTING OF NEW ORGANIZATIONAL ARRANGEMENTS :
DISTRICT LEVEL
(a) Establishment of Agricultural Technology Management Agency (ATMA) :
As envisaged in the programme, the HP govt. has created an autonomous Agricultural Technology Management Agency (ATMA), Bilaspur under Societies Registration Act. No.XXII1860 on 7th Dec 1999, however it actually started functioning w.e.f. 1st Dec 2000. to serve as a focal point of integrating research and extension activities, and for decentralizing day to day management of Public Agricultural Technology Dissemination System. Research and Extension (RE) units within the project district including KVK, ZRS and the key line departments i.e. Agriculture, Horticulture, Animal Husbandry and Fisheries are the constituent members of it. Each unit would retain its institutional identity and affiliation but programmers and procedures would be determined by ATMA Governing Board and to be implemented by its Management Committee.

(b) Governing Board (GB) ATMA : The govt. of Himachal Pradesh has constituted the Governing Board (GB) of ATMA vide its notification No. Agr(F)(1)9-99 dated 22nd Nov 2001 and Non official members vide notification of even No dated 14th Sept 2001. It consists of 8 official and 9 non-official members. It is a body of policy making, guidance providing, reviewing, monitoring the progress and functioning of ATMA.

(c) ATMA Management Committee (AMC) : The govt. of Himachal Pradesh has constituted the ATMA Management Committee (AMC) vide its notification No.Agri.F(1)-9/99 dated 14th Sept 2001. It consists of 8 officials and 3 non-official members. This committee is responsible for planning, reviewing and day to day functioning of ATMA’s activities.

BLOCK LEVEL
(a) Block Technology Team (BTT) :
The govt. of Himachal Pradesh has constituted the Block Technology Team for all the three blocks of Bilaspur district vide its notification no.Agr/F(1)-9/99-L dated 14th Sept 2001. Each BTT consists of 6 official members i.e. Agriculture, Horticulture, Fisheries, Animal Husbandry & Sericulture being the main line departments of Bilaspur district. These teams are responsible for preparing the annual work plan as well as to execute them in their respective areas/ blocks. It is mandatory for BTT to hold its meetings at least one in each month (Annexure-III).

(b) Farmers Advisory Committees (FAC) : The composition of Farmer Advisory Committees was approved for each block and then was notified by the Chairman, ATMA Bilaspur vide notification No.ATMA.BLP1-1/2001-232-302 dated 16th Aug 2001. Each FAC has been constituted comprising 9 different categories progressive farmers. The main responsibility of FAC is to guide the BTT in preparation and execution of annual plan, to decide the priorities of research and extension, to monitor and supervise implementation and to foster the organization of farmer groups etc.

VILLAGE LEVEL :
(a) Village Level Extension Officers of Link Departments :
All extension activities are to be implemented by the concerned extension officers of line department with the coordination of farmer’s organization under the guidance and supervision of concerned BTT and FAC.

(b) Farmers Organizations : Initially there was no viable farmer organization however now      farmer interest groups FIG are being organized. These groups are providing feedback and their needs to BTT/ FAC and ATMA.

I. EXPOSURE VISITS
:

Exposure visit to Farmers and officers (28 in Nos.) by attending state level Kisan Mela organized by UHF Solan at ZRS Bhota, District Hamirpur (HP).

Exposure visit to 42 nos Farmers/ Officers who visited Krishi Expo 2002 at Pragati Maidan, New Delhi and IARI, NDRI was organized from 2nd to 5th March 2002.

Exposure visits of 8 farmers and 2 officers was organized to visit UHF Solan and adjoining areas for visiting Floriculture Belt for adopting diversification in farming on 8th and 9th Sept 2001.

Exposure visit of 50 live stock producers was arranged who attended 55th Northern Regional Live Stock/ Poultry show at HPKVV Palampur on 9th and 10th Oct 2001.

III. TRAINING CAMPS :

Training camp for 100 nos farmers was organized for Floriculture and Mushroom Cultivation on 13/9/2001 at Namhol in which Hon’able Health Minister HP Participated.

Training camps for farmers were arranged on 29/1/2001 and 26/2/2002 at Development Block Ghumarwin and Sadar in which all line Departments imparted Training on New Technology in Agriculture/ Horticulture/ Animal-Husbandry etc. 219 nos farmers participated in these camps.

District Level Fruit show cum Seminar was organized at Kisan Bhawan Bilaspur on 19th and 20th July 2001 in which 250 farmers participated. It was inaugurated by Hon’able Horticulture Minister of HP.

Two nos. Training camps for 65 women farmers in Fruit and Vegetable preservation was organized on 6th and 7th Feb 2002 and 8th and 9th March 2002 respectively.

IV. LAYING OUT DEMONSTRATIONS :

Demonstration for promoting income generating innovation amongst farmers (4 nos.) Imported varieties of Carnation/ Lillium Demonstration have been laid out in the District.

200 demonstrations of Maize have been laid out in the district in the current sowing season.

15 Times news featured in local leading daily Newspapers.

One photocopier installed in ATMA Office.

5 nos. computers and one nos. fax have been procured. One computer is installed in Chairman ATMA Office Bilaspur and one computer and one fax in Project Director, ATMA office. Other three computers have been installed in all the three Blocks.

To Charge 10% public share on the cost of each demonstration has been passed in Governing Boards meeting.

INFRASTRUCTURE DEVELOPMENT / CIVIL WORKS :

Renovation work of ATMA office costing worth Rs. 1.5 Lakhs in Kisan Bhawan, Bilaspur has been completed.

Process for constructing three meeting halls in all the Blocks is under progress, only funds awaited.

FINANCIAL PROGRESS : ATMA Bilaspur has received a sum of Rs. 49.0 Lacs from the Govt. of India till 31st March 2002. Out of it, a sum of Rs. 29,15,528/- have been utilized and reimbursement claims have been submitted for amounting to Rs. 29,15,528/- with the Govt. of India till 30th June 2002.
