Introduction : The National Agricultural
Technology Project (NATP) initiated with the financial assistance from World Bank consists
of three main components. Out of them Innovation in Technology Dissemination
(ITD) component envisages to pilot test and operate through a district level autonomous
registered society called as Agricultural Technology Management Agency
(ATMA). It is expected to test new innovations in 4 districts of 7 states
of India i.e. Andhra Pradesh, Maharashtra, Orrissa, Bihar, Punjab, Himachal Pradesh and
Jharkhand that would begin to delineate future direction for the extension system and to
bridge Research-Extension-Farmers linkage gaps those are found constraints in the flow of
appropriate technology to farmers. Bilaspur district is the fourth district of Himachal
Pradesh which is selected under this component.
BACKGROUND
INFORMATION OF DISTRICT :
I. MARKETING FACILITIES
(1) Bilaspur district co-operative
marketing federation: It deals
only with the procurement of paddy, Wheat and maize. It has total storing capacity of
4,000 mt in the district. Godowns in the district are located at Bassi Ghumarwin, Berthin
and Bilaspur. Annually turn over of this federation goes upto 2 crores in the procurement
of above mentioned commodities. Quantities of different commodities this federation
handled during the year 2000-2001 was 30,000 bags of paddy (65Kg.each), 2500 Qtls. Wheat
and 1000 Qtl.maize. Paddy so procured is marketed after shelling at the own sheller
located at Bassi.
(2) District milk co-operative
federation : This federation deals with the collection of milk from
different milk co-oprative societies (Seven) and after chilling it at Bilaspur milk
chilling plant sends further to bigger plant located at chakker in Mandi district (H.P.).
This unit has the capacity of 2,000 liters per day but receives only 500 liter per day.
(3) Govind sagar fisheries federation limited Bilaspur : This federation
came into existence in the year1976 having membership of 13 fish co-operative societies
out of which 3 fall in Una district and remaining in Bilaspur district. Total fish catch
in the year 2000-2001 was 1089.8 mt. catching revenue of worthRs.2.57 crores. In the same
year its membership of fishermen was 1957. Major quantity of fish is being marketed out
side the state mainly in Delhi market. Local consumption in the district is very less,
about 12.0 Qtl. a day.
II. STORAGE FACILITIES : Himfed has 6 fertilizer stores located at
Ghumarwin, Kuthera, Padalyag, Gherwin, Jabli and Garamore. The total capacity of all these
stores is about 3500 mt. In addition to the above, the district co-operative marketing
federation has four godowans situated at Bassi, Bilaspur, Ghumarwin and Berthin having
total 4000mt capacity mainly for food grains.

WHAT IS ATMA : ATMA is a

development in the district by integrating research-extension activities and

OPERATIONAL
SET UP :

Village Level : |
|
Extension related field activities will be
implemented by village extension officers of line departments with the coordination of
farmers organizations under guidance and supervision of BTT and FAC.

Block Level : |
|
(i) Annual Block action plan for
extension and research activities is to be prepared by BTT on the basis of strategic
research and extension plan (SREP). |
|
(ii) Prepared action plan is to be
reviewed and monitored by Farmer Advisory Committee (FAC). |
|
(iii) This plan is to be submitted by FAC to
the Project Director, ATMA. |
|
(iv) Plan approved by Governing Board (GB) is
to be implemented by BTT through village level organizations and by itself also.

(i) All block plans are to be complied
and consolidated by ATMA office. |

(ii) Consolidated plan is to be reviewed by the ATMA Management
Committee (AMC). |

(iii) Consolidated & reviewed plan is to
be submitted by Project Director to the GB of ATMA to consider, review, monitor and
amendment if any and for approval. |

(iv) Financial annual investment is to be
prepared by ATMA for consideration and approval of Governing Board, ATMA.

National Level : |
|
(i) Approved financial plan of the
district is to be submitted by ATMA to the Technology Dissemination Unit (TDU), Krishi
Bhawan, New Delhi. |
|
(ii) After scrutiny, all plans are to be
submitted by Technology Dissemination unit to the Technology Dissemination Management
Committee (TDMC) for final approval. |

| FUNDS
FLOW MECHANISM : |
|
(i) Funds will be released
directly by Govt. of India to ATMA. |
|
(ii) In turn ATMA will release the funds
to district heads of line departments, BTT/ FAC, head of KVK and ZRS. |
|
(iii) Head of KVK, ZRS and BTT will release
the funds to the concerned scientists and members of BTT as per their needs. |
|
(iv) Separate account will be maintained in a
nationalized bank by all funds receiving authorities. |
|
(v) Every fund receiving authority will
be held responsible personally for the proper maintenance of account, records, reports as
per ATMA procedure. |
